Filing a Private School Affidavit (PSA) Empty Filing a Private School Affidavit (PSA)

California homeschoolers opting for the private school route (also known as "independent homeschoolers"), the State requires the annual filing of the Private School Affivadit.

Although California only allows the Private School Affidavit (PSA, formerly known as an R4) to be filed from October 1 through 15, this does not mean all other required paperwork should wait. In fact, private schools are advised to have all relevant paperwork ready prior to filing the PSA.

If this is your first year homeschooling, pull together what paperwork you can, leaving room for the PSA in your notebook. If you are a continuing homeschooler, last year’s PSA is valid through September 30. Keep it filed with the previous year's information until you re-file in October. Please note that you must keep on file a hardcopy of the past three years’ PSA confirmation forms.

For more information on what records are required and how to organize them, please refer to the HSC (HomeSchool Association of California) webpage Legal 101.

Establishing a private school is one of the four legal ways to homeschool in California. Should a family choose to homeschool independently, filing the PSA is a necessary step in the process. If a family decides to homeschool independently, yet does not file a PSA (and maintain the necessary records as required by law), they are on shaky legal ground should any issues of truancy arise.

Filling out the PSA is straightforward, and many sites offer line-by-line explanations of what information is required.

If a family is unsure whether or not they need to submit a PSA, please check out the HSC website for more information, as well as refer to this sentence copied directly from the California Department of Education website:

Persons, firms, associations, partnerships, or corporations offering or conducting full-time day school at the elementary or high school level for students between the ages of six and eighteen years should file the Affidavit.

Please note that filing an affidavit does not mean the State of California or any accrediting agency has granted a license or authorization to operate a school.

Do not postpone or neglect completing this necessary task. The sooner it is finished, the sooner you can move on to what is really important: learning!
